部分老旧小区大件垃圾堆积成患
8月25日，西宁市民向西海都市报“记者帮”工作室反映，农建巷和西关大街一些老旧小区内大件垃圾长期堆积，不仅占用公共空间，还影响居住环境，成为困扰小区住户日常生活的烦心事。

当日，记者来到农建巷2号小区看到，小区入口处的空地上，放置着木板、柜子、箱子、废弃的地毯等物品，部分家具的布料已经发霉，露出的海绵被雨水浸泡后散发着异味。
居民李女士指着单元楼门口的一堆杂物无奈地说：“这些东西放在这里很久了，特别影响环境，看着很不舒服。”
南大街57号院，院内的一侧堆放着旧沙发、木板床等物品，一单元楼下堆放着几个废弃的酸菜缸。西关大街36号院2号楼2单元的楼下，堆放了大量装修垃圾，原本供居民休憩的院子被挤占了近一半空间。
记者注意到，这几个老旧小区普遍存在公共空间狭小、基础设施老化等问题，部分老旧小区无物业管理。由于缺乏统一规划，大件垃圾有的堆在消防通道旁，有的堵在单元门口，既影响美观，又存在安全隐患。

记者走访：多重原因导致清运难
为何很多老旧小区的大件垃圾会堆积成患？记者走访了居民、社区工作人员。
“我想处理掉旧沙发，但打电话给废品回收站，对方说这种破损严重的家具不值钱，上门拉还得收50元运费，还不如就放在楼下。”居民张先生说。
居民装修房子时，会产生许多大件垃圾，而废品回收行业对无价值的大件垃圾接纳意愿低，导致居民扔件难。采访中，一些居民表示，希望小区能设置大件垃圾存放点。
社区工作人员说，社区每月会组织一次大件垃圾集中清运，但片区老旧小区多，每月产生的大件垃圾超过20车。
多方联动：从临时清运到长效管理
记者把老旧小区大件垃圾清运难题反映给了相关部门，希望能采取一系列措施，解决大件垃圾存放难、清运难问题。
城中区南滩街道农建社区党委书记刘志芸说，针对辖区大件垃圾清运难题，社区可谓绞尽脑汁，每年和老旧小区微改造项目施工方签订协议，施工方在微改造的同时，还要承担辖区老旧小区大件垃圾的清运工作。发现一些小区大件垃圾堆放严重的情况，网格员会及时上报社区，社区党委会及时让施工方帮忙清运大件垃圾。后续将通过居民议事会等形式，征求更多管理建议，让大件垃圾处理从临时整治转向长效管理，改善居民的居住环境。
记者从西宁市城中区城市管理局了解到，为解决大件垃圾无地存放的难题，目前，城中区设置的大件垃圾暂存点有12处。
在金座碧城小区显眼的位置，有一处新设置的大件垃圾暂存点，里面放着旧床垫、沙发、桌子等大件物品。城中区仓门街街道垃圾分类专干祝贤金介绍，居民在装修前可以将大件垃圾数量告知社区或者物业公司，再由社区或小区物业公司在每周一至周五的8时至12时、14时至17时，将大件垃圾运至暂存点暂存。
城中区城市管理局垃圾分类推进办公室主任李洪花介绍，大件垃圾存放到一定数量后，社区或者物业公司对可回收垃圾再次利用，对大件垃圾实施简单拆解、分拣后，城中区市政公用服务中心会根据垃圾量派出垃圾压缩破碎车开展收运，确保大件垃圾得到合理、有效处理，同时减少对环境的影响。城中区城市管理局会继续加大设置大件垃圾存放点，用长效管理破解存放难题。
